立足成都“東進(jìn)、南拓、西控、北改、中優(yōu)”戰(zhàn)略大背景，通過(guò)對(duì)邛崍市人口分布、經(jīng)濟(jì)布局、國(guó)土利用、生態(tài)環(huán)境保護(hù)等因素的綜合考慮，科學(xué)布局生產(chǎn)空間、生態(tài)空間、生活空間；推進(jìn)生態(tài)國(guó)土建設(shè)，建設(shè)美麗邛崍，主動(dòng)擔(dān)當(dāng)成都“西控”發(fā)展的使命，使邛崍建設(shè)成為成都西部區(qū)域中心城市。
